Innovate UK's Innovation Loans programme provides flexible finance to help ambitious UK SMEs accelerate the commercialisation of highly innovative products, services, and business models. Unlike traditional grant funding, Innovation Loans are designed for businesses with late-stage research and development projects that have a clear route to market, strong commercial potential, and the ability to generate significant economic and societal impact.

The programme follows a two-stage application process. Businesses must first submit an Expression of Interest (EOI) and, if successful, will be invited to submit a full loan application for assessment.

Key Dates and Funding

Competition Opens: 6 June 2026

Competition Closes: Open year-round (No submission deadline)

Project Start Date: From 1 December 2026 (subject to approval)

Funding Available:

  • Innovation loans between £100,000 and £5 million per project
  • Loans can fund up to 100% of eligible project costs
  • Projects can last for up to five years, including R&D and pre-commercialisation activities
  • Loan repayment terms of up to seven years, including the project period

Scope of the Programme

Innovation Loans support late-stage experimental development projects that are close to commercialisation and demonstrate strong market potential.

Projects must result in:

  • Innovative products, services, or processes that are significantly ahead of existing solutions.
  • Innovative applications of existing technologies.
  • New or innovative business models.
  • Clear commercial opportunities capable of delivering economic growth and societal benefit.

The programme now also allows applicants to include pre-commercialisation activities, helping businesses bridge the gap between R&D and market entry.

Priority Sectors

Projects must primarily focus on at least one of the UK Government's six Industrial Strategy sectors:

  • Advanced Manufacturing
  • Clean Energy Industries
  • Creative Industries
  • Defence
  • Digital and Technologies
  • Life Sciences

Projects outside these priority sectors, including Financial Services and Professional & Business Services, are not eligible.

Who Can Apply

Applicants must:

  • Be a UK-registered micro, small, or medium-sized enterprise (SME).
  • Deliver the project within the UK.
  • Intend to commercialise the results from the UK.
  • Demonstrate the financial capacity to repay the loan.
  • Show why private finance or alternative funding is not available on suitable terms.

Only single businesses can receive Innovation Loans. Collaborative projects are not eligible for funding.

  • Loans between £100,000 and £5 million.
  • Funding of up to 100% of eligible project costs.
  • Quarterly loan drawdowns during the project period.
  • No requirement for personal guarantees.
  • Support for both R&D and eligible pre-commercialisation activities.
  • Flexible project structures aligned with commercial milestones.  

Businesses are expected to demonstrate robust financial planning, commercial viability, and a credible repayment strategy.
