The Consumer Led Flexibility (CLF) competition is part of the UKRI R&D Missions Accelerator Programme, supporting the UK's Clean Energy Superpower Mission. With up to £25 million available, the programme aims to accelerate innovative solutions that enable consumers to play a more active role in balancing electricity demand and supporting the transition to a low-carbon energy system.
The competition seeks ambitious pre-commercialisation projects that combine advanced digital technologies, artificial intelligence, and innovative business models to unlock flexible energy demand across homes, businesses, and industry. Successful projects will contribute towards the UK's ambition of delivering at least 2 GW of additional consumer-led flexibility by 2030, supporting wider energy system resilience and decarbonisation.

Programme Overview
Consumer Led Flexibility (CLF) enables consumers to adjust when and how they use electricity, helping balance demand, integrate renewable energy, and reduce pressure on the electricity grid.
This competition supports innovative technologies and services that enable flexible electricity consumption while delivering measurable benefits to consumers and the wider energy system.
Projects must demonstrate:
Projects are expected to generate evidence that can inform future policy, regulation, and investment decisions across the UK's energy sector.
Competition Strands
Applicants may apply under one or both of two complementary strands.
Strand 1 – Software First Approach
Supporting AI and digital innovations that enable flexibility at scale, including:
Strand 2 – Demand Segment Solutions
Supporting end-to-end solutions focused on key customer groups, including:
Projects are encouraged to integrate digital technologies alongside practical deployment approaches.
Who Can Apply
Lead applicants may include:
Projects must be collaborative, involving at least one funded project partner. Consortia are strongly encouraged to include:
Applicants without appropriate end-user or energy sector expertise must provide a robust justification for how their project will achieve real-world impact by 2030.
Eligible Projects
Projects should focus on developing innovative products, services, or digital solutions that improve consumer participation in energy flexibility.
Examples include:
Projects should move beyond research and demonstrate a credible pathway towards commercial deployment.
Why This Competition Matters
As the UK transitions towards a net zero electricity system, consumer flexibility will become increasingly important in balancing renewable generation, reducing peak demand, and lowering energy costs.
The Clean Energy Superpower Mission aims to accelerate this transition by supporting innovative solutions that empower households, businesses, and communities to actively participate in a more flexible energy system.
This competition provides organisations with an opportunity to develop technologies that will shape the future of energy markets while supporting national decarbonisation ambitions.
