The LDT4SSC Third Call for Pilots brings together three complementary funding strands designed to accelerate the deployment and interoperability of Local Digital Twins (LDTs) across Europe. The programme supports cities, technology providers, researchers, and innovators working to develop scalable digital solutions that improve sustainability, resilience, and public service delivery.

The initiative forms part of Europe’s wider ambition to create smarter and more connected communities through secure, interoperable, and AI-enabled digital infrastructures.

Maximum Funding Per Strand

Each third-party beneficiary may receive up to €500,000.

The Three Funding Strands

Strand 1: Connecting Existing Local Digital Twins

This strand supports projects that connect and enhance existing Local Digital Twin infrastructures. The focus is on interoperability, data exchange, and cross-city collaboration to create more integrated urban digital ecosystems.

Funding

  • Up to €1 million per consortium
  • Up to 50% funding rate
  • Maximum €500,000 per third party

Projects may include:

  • Connecting existing city digital platforms
  • Improving interoperability standards
  • Cross-border urban data sharing
  • Enhancing real-time city management capabilities
  • Integrating mobility, energy, environment, and infrastructure datasets

The strand aims to strengthen collaboration between cities already operating Local Digital Twins and maximise the value of existing investments.

Strand 2: LDTs Based on Common Needs

This strand focuses on developing Local Digital Twins that address common urban challenges shared by multiple cities and regions.

Funding

  • Up to €1 million per consortium
  • Up to 50% funding rate
  • Maximum €500,000 per third party

Projects may address:

  • Sustainable mobility and transport
  • Energy efficiency and climate adaptation
  • Waste and water management
  • Public health and safety
  • Urban planning and citizen engagement

The objective is to create scalable and transferable digital twin solutions that can be replicated across different municipalities and regions.

 

Strand 3: New Advanced AI-Based Tools to the LDT Toolbox

The third strand supports the development of advanced AI-powered tools that enhance Local Digital Twin capabilities and improve decision-making processes.

  • Up to €1 million per consortium
  • Up to 50% funding rate
  • Maximum €500,000 per third party

Projects may include:

  • AI-driven predictive analytics
  • Simulation and scenario modelling
  • Machine learning for urban optimisation
  • Automated monitoring and data analysis
  • Digital twin visualisation tools
  • Intelligent decision-support systems
