Overview of the Programme and Its Objectives

BlueAction is a cascade funding programme supporting community-led initiatives that contribute to the EU Mission “Restore our Ocean and Waters by 2030.” The calls aim to mobilise local actors to restore marine and freshwater ecosystems, reduce pollution and advance sustainable blue economy practices.

The programme covers actions across the Baltic and North Sea (BANOS) Lighthouse area, as well as Atlantic and Arctic regions.

What the Programme Supports

BlueAction supports three complementary types of activity:

  • Community-Led Actions and Pilot Projects
    • Practical, locally driven initiatives
    • Piloting or implementing solutions with measurable environmental impact
    • Long-term community relevance and sustainability
  • Transition Agendas
    • Strategic roadmaps supporting complex sustainability transitions
    • Alignment with regional, national and EU policy frameworks
    • Long-term societal, environmental and economic change

Projects must contribute to Mission Ocean objectives, including ecosystem restoration, pollution reduction and sustainable use of ocean and water resources.

Who Can Apply

Eligible applicants include:

  • Local and regional authorities
  • Civil society organisations
  • Non-governmental organisations (NGOs)
  • Foundations
  • Private sector stakeholders, including SMEs
  • Educational establishments
  • Research organisations

Applications may be submitted by:

  • Individual entities (Transition Agendas)
  • Consortia (community-led actions and pilots)

Consortium size and structure depend on the specific call strand.

Funding and Support Available

  • Community-Led Actions and Pilots
    • Funding rate: 100%
    • Grant size: €200,000 to €2,000,000 per project
    • Maximum €500,000 per entity
  • Transition Agendas
    • Funding rate: 100%
    • Maximum €100,000 per project
    • Maximum €60,000 per participating entity

Funding is provided as lump sums, with payments linked to agreed deliverables.

 

Key Dates and Timeline

  • Call opening: 28 November 2025
  • Project Idea Form submission deadline: 16 March 2026 (17:00 CET)
  • Full proposal submission deadline: 29 May 2026

A two-step application process applies, with compulsory submission of a Project Idea Form and participation in an individual consultation prior to full proposal invitation.

 

Assessment Focus or Selection Criteria

Full proposals are assessed on:

  • Contribution to Mission Ocean objectives
  • Quality and feasibility of the proposed action or roadmap
  • Long-term impact and sustainability
  • Capacity of the applicant or consortium to deliver results
